On these carts is advertising like on park benches Buses and city bus stops, which will pay for these carts so that no one steals shopping carts from Businesses.
Each Homeless person will check out the carts and instead of rental fees they will promise to clean two bus stops, two park benches and get aluminum cans, bottles and recycle type trash for redemption value.
